Everyday motoring
Can every 125 motorcycle be ridden with an A1 licence?
No. Displacement, power and power-to-weight ratio must all be within the A1 limits at the same time.
No. A 125 motorcycle is covered by A1 only if it meets all three limits at once: displacement no greater than 125 cc, power no greater than 11 kW and power-to-weight ratio no greater than 0.1 kW/kg. Check the approved version.
The three A1 limits cannot offset one another
The Italian Transport Ministry specifies that A1 covers motorcycles up to 125 cc, with maximum power of 11 kW and a power-to-weight ratio no higher than 0.1 kW/kg. All three limits matter together: a favourable figure cannot make up for exceeding another. A motorcycle may be within 125 cc but have too much power; it may have less than 11 kW but a ratio above 0.1.
Power-to-weight ratio is a separate measurement from displacement and power. Do not estimate it from how heavy the motorcycle feels or from the rider’s weight. Compare the approved technical figure and the applicable definition. For electric models, displacement does not exist; check the class and parameters recorded in the vehicle documents instead.
A concrete check before riding
Read the registration certificate and identify the exact version: trims of the same model can have different engines and ratings. Compare displacement, power and power-to-weight ratio with the three A1 limits. Do not rely on a dealer page, a specification for a previous year or the “125” badge on the bodywork.
For example, a motorcycle with 125 cc but 12 kW is outside A1 because it exceeds the power limit. A 10 kW motorcycle is not automatically covered if its power-to-weight ratio exceeds 0.1 kW/kg. If a figure is missing or the motorcycle has been modified, ask the Motor Vehicle Office or type-approval authority to confirm the vehicle’s status. Do not ride until its class and all relevant parameters are clear.

Frequently asked questions
Does a motorcycle with 125 cc always fall under A1?
No. It must also stay within 11 kW and a power-to-weight ratio of 0.1 kW/kg.
Does the rider’s weight count in the ratio?
The limit concerns the vehicle’s technical ratio under the applicable definition. Check approved data rather than estimating from the load on board.
