Can I ride a 125 scooter with a category B licence?
In Italy, B covers motorcycles within A1 limits; this national entitlement does not automatically extend abroad.
In Italy, yes: category B also covers motorcycles within A1 limits—125 cc, 11 kW and 0.1 kW/kg. The Ministry describes this entitlement as valid only in Italy. Motorway access has additional requirements under updated Article 175, including age 18 for the exception covering a 125 cc combustion motorcycle.
All A1 limits apply at the same time
The Italian Ministry’s category B page says that in Italy you may ride motorcycles with a maximum displacement of 125 cc, power no greater than 11 kW and power-to-weight ratio no greater than 0.1 kW/kg. Every requirement must be met at the same time. A 125 that exceeds 11 kW, or exceeds the ratio limit, is outside this entitlement even though its displacement is within range.
This national entitlement is not the same as holding an A1 licence for every international purpose. The Ministry labels it “only in Italy.” Before riding or renting a 125 abroad, check that country’s rules and whether it recognises your licence for that vehicle. Insurance or rental terms may add requirements, but they do not change the licence category set by law.
Motorway access also depends on Article 175
Permission to ride a 125 scooter with B does not by itself answer whether you may enter a motorway. Article 175 of the Italian Road Code sets a general threshold for motorcycles with combustion engines and provides an exception for motorcycles of at least 120 cc when ridden by an adult. For electric vehicles, the exception concerns power of at least 6 kW, also with an adult rider. This exception has applied since 14 December 2024. A minor cannot use a B licence as a shortcut to enter the motorway on a 125.
Before setting off, check the scooter documents, your licence, the rider’s age and the road’s classification. A ring road or bypass is not automatically a motorway: the road’s legal class and signs for that section matter. Abroad, do not assume the same Italian entitlement applies.
