Does a B1 licence also let you ride a scooter?

No. B1 covers non-light quadricycles; a scooter requires AM or an appropriate motorcycle category.

No. B1 covers non-light quadricycles, not two-wheel motorcycles. For a scooter, first check whether it is an AM moped or a motorcycle covered by A1 or another applicable licence category.

B1 applies to quadricycles

The name B1 may sound like a smaller version of category B, but it has a specific scope: non-light quadricycles within the required parameters. It is not a motorcycle licence and does not by itself authorise you to ride a two-wheel scooter. A small engine or a body that looks like a microcar does not change the vehicle’s class.

For a scooter, start with the registration certificate or vehicle document. A moped within AM limits requires AM; a motorcycle up to 125 cc may fall under A1 only if it also meets the 11 kW limit and the 0.1 kW/kg power-to-weight limit. All three A1 limits apply together. More powerful vehicles or vehicles with different characteristics require another category. B1 alone does not replace those licences.

Check any additional entitlements

If you hold another licence as well, check the rights attached to that category. In Italy, the Ministry’s category B page describes a specific national entitlement for some A1 motorcycles; it does not come from holding B1 and must not be assumed to apply outside Italy. Before riding or renting abroad, check the destination country’s rules and required documents.

For example, someone with only B1 may drive the non-light quadricycle listed in the documents, but cannot rely on that licence to ride a scooter. If they also hold AM, A1 or B, assess the relevant entitlement and the vehicle’s technical data. Do not assume that a rule for one scooter applies to every model: displacement, power, power-to-weight ratio and approved class can vary between versions.

Frequently asked questions

Is B1 equivalent to A1?

No. B1 covers non-light quadricycles. A1 covers motorcycles within specific limits and tricycles within the applicable power limit.

Can I ride an AM moped with B1?

B1 is not the category that authorises mopeds. Check whether your licence also includes AM or another entitlement that covers the vehicle.
