When do you need a category D licence to drive a bus?
Category D covers buses designed for more than eight passengers besides the driver, except vehicles within the D1 limits.
Under Italian rules, category D is for motor vehicles designed to carry more than eight passengers besides the driver, excluding vehicles that qualify as D1. D1 covers up to 16 passengers and a maximum length of 8 metres. Professional passenger transport may also require a CQC qualification.
Passenger capacity separates D1 from D
Category D covers buses designed for more than eight passengers besides the driver. The law excludes D1 vehicles, which carry at most 16 passengers and are no longer than 8 metres. D1 therefore covers a minibus within those limits; if the vehicle is designed for more passengers or does not meet D1 parameters, check category D.
The approved configuration matters, not how many people you expect to carry on one trip. An empty bus remains a vehicle designed for its approved capacity. Check the authorised seats and class in the registration documents instead of relying on the vehicle’s size or the word “coach.”
Professional qualification is a separate check
Category D authorises the vehicle, but it does not settle every requirement for a particular service. A CQC passenger qualification may be required for certain professional passenger-transport activities. It is separate from the driving licence, and the answer depends on the service and any applicable exemptions. Check current MIT guidance before starting work.
For example, a bus approved for 30 passengers is outside D1 and requires category D. If it is used for professional transport, assess the CQC requirement separately; private use does not create a professional qualification requirement just because the vehicle is large. Seats, vehicle category, use and trailer are distinct facts to check in the relevant documents and rules.

Does category D automatically include the passenger CQC?
