Does exchanging a foreign licence require tests?

Whether an exchange requires tests depends on the issuing country and the applicable Italian rules. A valid licence covered by a reciprocal agreement can generally be converted under that agreement without repeating the driving tests, subject to its conditions. If no exchange agreement applies, the applicant may need to obtain an Italian licence through the ordinary examination route.

An exchange is not the same as a new licence

MIT's foreign-licence information distinguishes conversion under a reciprocal agreement from applying for an Italian licence. Where an agreement allows exchange and the applicant meets its conditions, conversion generally does not require repeating the theory and practical tests. The agreement may limit which categories can be converted or require the foreign licence to be valid at the time of application.

A licence issued outside the EU/EEA can also be used in Italy only for the period allowed after residence begins, with the required international permit or official translation. That temporary driving rule does not itself establish that an exchange is available. Check the current MIT country list and the specific agreement in force for your document.

If no agreement applies, check the examination route

Where the issuing country is not covered by an exchange agreement, the holder may have to apply for an Italian licence and complete the required examinations. The competent office can explain the current application, theory test, practical test and medical documentation. Do not assume a previous translation, a foreign test certificate or an expired licence waives the Italian requirements.
