Foreign licence in Italy: who renews it and where?

Italy does not renew a foreign licence as if it had issued it. Who can renew it depends on the issuing country and your circumstances; an Italian resident may instead need to exchange it under the applicable rules. Check MIT's current country-specific conversion guidance before the expiry date.

Renewal and exchange are different procedures

A licence is issued and renewed under the law of the authority that granted it. If you live in Italy, that does not automatically make an Italian office responsible for renewing a foreign licence. For an EU/EEA licence, recognition and conversion rules differ from those for a licence issued outside the EU/EEA.

For an EU/EEA document, MIT guidance generally allows use until its expiry, with special rules for licences that have no expiry date or validity longer than the EU framework. For a non-EU/EEA licence, Article 135 sets a one-year period after Italian residence begins, subject to validity and a companion international permit or official translation. Check which rule applies before the document expires.

Confirm the correct authority and timeline

If your licence is eligible for exchange, MIT lists the countries and procedures. Agreements may prescribe conditions and validity requirements, and the list can change. Ask the competent Motorizzazione office whether the licence needs to be valid at application, whether an issuing-authority certificate is needed and whether an expired document can be exchanged under that agreement.

If renewal must be handled by the issuing authority, confirm its process and whether it can renew a licence for a person resident abroad.
