International driving permit: Geneva or Vienna Convention?

Italy issues permits under the 1949 Geneva or 1968 Vienna Convention; the destination determines which model it accepts.

Italy issues international driving permits using either the 1949 Geneva Convention model or the 1968 Vienna Convention model. They are not interchangeable by default: the destination country's rules and treaty participation determine which one it accepts. Check the destination's official requirements before applying, and carry the permit with your valid Italian licence.

Two convention models

The Italian Motorist Portal identifies permits conforming to the Geneva Convention of 1949 and the Vienna Convention of 1968. These are different treaty models, with distinct forms and validity periods. The existence of two models does not mean a driver can choose either one for every trip; acceptance depends on the country where the vehicle will be driven and the applicable international rules.

First identify the exact destination and any transit countries. Then check an official government or consular source for the convention model accepted and whether a national licence or translation is also required. ACI's country guidance can help orient the check, but static country lists can change and should not replace a current official confirmation.

A permit accompanies the national licence

Whichever model is required, the international permit is not an independent licence. It accompanies the original valid Italian driving licence and cannot add vehicle categories, waive restrictions or make an expired document usable. Check that the permit and national licence will both remain valid throughout the trip.

Do not confuse treaty recognition with a requirement to obtain the permit: a country may recognise an Italian licence without requiring an international document, while another may impose a particular model. If you will rent a vehicle, also ask the company which documents its contract requires. Frequently asked questions

Can I choose either convention model?

Not safely without checking. The destination's current rules determine which model it accepts, if it requires one.

Does the permit replace my Italian licence?

No. Carry the original valid Italian licence together with the required international permit.
