When you hear that a rule has changed, check the current Highway Code on Normattiva and verify the amendment’s effective date. A proposal or announcement does not automatically become an applicable rule; then compare exam information with updates published by the Ministry.

Distinguish a proposal, publication and entry into force

A change can pass through several stages: proposal, approval, publication in the Official Gazette and an effective date. To find out what applies today, open the consolidated text on Normattiva and check the amending provision and its commencement. A press release or news item about a vote is not enough to prove that a rule is already in force.

If the change concerns exam programmes or procedures, also consult the Ministry regulations section and relevant circulars. The date on an information page or online article may differ from the date a provision takes effect. Note which source and version you read so you can update your study if a later act is published.

Update your study habits

Compare your existing explanation with the current text, identifying the amended article and any transitional period. Then check whether the syllabus or question bank for your category has changed: a Highway Code amendment does not always mean exam material changes immediately, and an exam circular may cover only some licences.
