How to apply for temporary permission to enter a ZTL

Temporary ZTL permits and eligible categories depend on the local council: contact the relevant office and wait for confirmation before entering.

Apply under the rules for the specific zone; submitting a request does not itself authorise entry. Here is how to check eligibility, documents, registration and when the permit takes effect.

Find the right permit

Each local council decides whether and why it issues temporary permits: moving house, building work, assistance, accommodation, access to a venue and other needs may follow different procedures. Find the ZTL or mobility office’s page and read the section on occasional permits. Do not use a form from another city: even for a similar reason, the channels, eligible categories and required documents may differ.

Check which checkpoint or zone is covered, the dates and time slots, and whether the permit applies to just one number plate. The application may ask for the applicant’s and vehicle’s details, the reason for access and documents supporting it. Follow the official checklist and submit only the requested information through the portal, counter or contact details provided by the authority.

Apply in advance

If there is an online form, check that the registration is correct and that the dates cover the whole period you need. Keep the receipt, reference number and copies of the documents submitted. An application or proof of payment is not automatically an active permit: you need the outcome or confirmation specified by the local council.

If the need is urgent, contact the office and ask whether an exceptional process exists and when it takes effect. Do not assume that you can report the number plate after passing the checkpoint. Some authorities allow later notification only in specific cases and within stated deadlines; others require you to wait for approval before entering. The applicable rule must be in the local regulations or an official response.

Check validity before reaching the checkpoint

Before travelling, make sure the permit has been approved, is still valid and covers the zone and time you will enter. If you change vehicle or registration, ask how to update the application and wait for confirmation. Carry the permit or authorisation number if the local council requires it, bearing in mind that electronic checks may rely on the registered number plate.

State the reason for access, dates and times, exact registration and required documents in your application. Submit it through the channel specified by the local council and keep the reference number. The permit is valid only after approval and within the limits stated in the decision.
