C1 or C licence: which one do you need for a lorry?
C1 covers vehicles over 3,500 kg up to 7,500 kg; C covers those over 3,500 kg without C1’s upper limit.
Under Italian rules, category C1 covers motor vehicles with a maximum authorised mass above 3,500 kg and up to 7,500 kg. Category C covers vehicles above 3,500 kg without C1’s upper mass ceiling. Both categories are for vehicles with no more than eight passengers besides the driver, excluding D1 and D vehicles.
Authorised mass separates C1 from C
The difference is not the word “lorry” or the weight of the load on a particular day. C1 covers vehicles other than D1 or D with a maximum authorised mass above 3,500 kg and no more than 7,500 kg, designed for up to eight passengers besides the driver. Category C covers the same broad vehicle family above 3,500 kg, without C1’s 7,500 kg upper limit.
A vehicle authorised at exactly 7,500 kg can fit C1 if it meets the other requirements; at 7,501 kg it is outside C1 and category C must be checked. Empty weight, measured weight and payload are different figures from maximum authorised mass. Read the vehicle documents before deciding which licence is needed.
Trailers and professional driving are separate checks
The licence for the tractor vehicle may not cover a combination with a trailer. A trailer above the applicable limit can require C1E or CE depending on the towing vehicle and authorised masses. Check the trailer and combination limits in the documents rather than estimating them from the load carried.
If the lorry is used for professional goods transport, a CQC goods qualification may also be required. CQC is separate from the driving licence and depends on the activity and any exemptions. For example, a vehicle authorised at 6,800 kg may fit C1, while one at 9,000 kg needs C; a professional driver must separately check whether the work requires CQC. Do not treat the licence and professional qualification as the same credential.

Frequently asked questions
Can C1 cover a lorry authorised at 7,500 kg?
Yes, if that is its maximum authorised mass and the vehicle also meets the passenger and category requirements.
Does a C licence automatically include CQC?
No. CQC is a separate professional qualification that may be required for certain transport activities.
