When do you need CQC as well as a category C licence?
CQC is separate from a category C licence and is required for certain professional goods or passenger transport activities.
Under Italian rules, a category C licence authorises a class of vehicle, while the Driver Qualification Card (CQC) is a separate qualification required for certain professional goods or passenger transport activities. If you drive a C or C1 vehicle for work, check the activity, vehicle use and any applicable exemptions.
The licence and CQC have different purposes
Category C concerns which vehicle you may drive. CQC certifies the qualification required for specific professional transport of goods or passengers. MIT identifies professional transport using vehicles that require C1, C, C1E or CE among the typical cases for the goods CQC. CQC does not replace category C, and holding C does not always establish that you may perform the work.
The obligation depends on whether the transport is professional and on the conditions in the rules, including specific exemptions. It is not enough to say that “the lorry belongs to the company”: consider what is transported, for whom, as part of which activity and in which vehicle. Exemptions are specific and should not be extended by analogy without checking current guidance.
Assess the actual transport activity
Start with four details: the licence category required by the vehicle, the type of transport, whether it is private or professional, and the driver’s role. Compare them with current MIT guidance and ask the competent office or employer to confirm the applicable qualification. Professional passenger transport has its own relevant categories and qualifications, including passenger CQC; do not confuse the two.
For example, driving your own C-category lorry for a personal, non-professional trip is not automatically the same as paid haulage work. Conversely, making deliveries for a business with a vehicle requiring C may trigger CQC if the legal conditions apply. The answer depends on the service and applicable exemptions, not just on holding a driving licence. Check before starting the activity.

Frequently asked questions
Does category C include goods CQC?
No. They are distinct credentials: the licence authorises the vehicle, while CQC may be needed for the professional activity.
Does every trip in a category C lorry require CQC?
Not necessarily. The professional nature of the activity and specific exemptions matter; check current MIT guidance for the case.
