Italian D1 boating licence at 16: what can you operate?
D1 is available from age 16 and allows daytime navigation only, within specific length and distance limits.
Italy’s D1 boating licence, category D type D1, can be obtained from age 16. It authorises daytime navigation only: with pleasure craft up to 12 metres within 6 nautical miles of the coast, or with a personal watercraft within 1 nautical mile. Until age 18 it is limited to pleasure craft and personal watercraft. The course and final assessment procedures are operational under MIT decree 199/2026.
D1 limits are binding
D1 is a special entitlement with explicit limits. The minimum age is 16; navigation must be daytime, and the craft must fit the length and distance conditions: a hull up to 12 metres within 6 nautical miles, or a personal watercraft within 1 nautical mile. Before operating a craft, read the conditions printed on the licence and check its length and actual distance from shore.
Until the holder turns 18, D1 is further restricted to pleasure craft and personal watercraft. Do not use it for night navigation or beyond its limits, and do not automatically extend it to a craft not listed. Category A and D1 are different licences: at 18, a D1 holder may follow the supplementary process set out for obtaining category A.
Obtaining D1 under the 2026 procedure
The decree of 27 November 2024 set the D1 course and examination framework. In 2026, MIT published directorate decree 199, which implements course oversight, the final suitability assessment and the application process. The route includes training and a final assessment; reaching age 16 does not automatically issue the licence.
Contact an authorised training provider or maritime office to confirm the course, assessment, documents and current form. Practical exercises and manoeuvres must take place within the required training, not be improvised with an app or without supervision at sea. Before going out, also check local orders, safety equipment and weather: D1 does not replace navigation-safety rules.
