Penalty points and fines
Licence withdrawal, suspension and revocation: what is the difference?
Withdrawal takes the document, suspension temporarily bars driving, and revocation ends the entitlement.
These measures differ. Withdrawal is the physical taking of the document under a particular procedure; suspension bars driving for a set period; revocation ends the entitlement and may require a new licence. Read the report and formal order: the word used in conversation does not establish the legal effect.
Withdrawal and suspension
Article 216 governs withdrawal of a licence as an additional penalty or procedural step after a violation. The document is taken by the enforcing authority and sent to the office or Prefect responsible for the case. Withdrawal describes what happens physically to the card; by itself, it does not explain the full duration or legal consequence of the measure.
Suspension is a temporary ban on driving for a specified period. Article 218 provides for the licence to be withdrawn and for the Prefect to issue an order with the duration. At the end of that period, the licence is returned under the applicable procedure. Do not drive because “I do not have the card” or “the period should be over”; check the order and whether suspension remains in force.
Revocation ends the entitlement
Revocation is a separate measure that ends the licence. Article 219 identifies the authority that issues it and provides that the ability to obtain a new licence depends on the cause and finality of the order; some violations have specific waiting periods and conditions. Revocation is not the same as suspension, and it is not enough to wait for the old card to be returned.
To understand your situation, check the cited rule, the authority that issued the measure, the notice date, any waiting period and instructions for appeal or a new licence. For example, a withdrawal during a check may be followed by a suspension order, while revocation requires different checks before a new entitlement. Use the order you received, not a general description.

Frequently asked questions
Does withdrawal always mean the licence has been suspended?
No. Physical withdrawal and suspension are different concepts; check which measure was ordered.
After revocation, do I only have to wait until the period ends?
Not necessarily. A new licence depends on the cause and the conditions in the order and applicable law.
