Parking
Parking in the second row: when is it prohibited?
Leaving a car parked alongside another row obstructs traffic and is prohibited in the cases set out by law; do not confuse parking with stopping.
Even a few minutes can create danger or an obstruction. The Italian Highway Code distinguishes stopping, parking and a traffic-related halt.
Know the difference between stopping and parking
The Italian Highway Code distinguishes a brief stop, with the driver present and ready to move off, from parking, when the vehicle may be left by its driver. A halt may instead be caused by traffic, such as a queue. These definitions do not make double parking permissible: the vehicle’s position must comply with restrictions and must not obstruct traffic.
Leaving a car beside a line of parked vehicles can block other cars from leaving, narrow the carriageway or prevent emergency vehicles from passing. Staying in the driver’s seat or switching on the hazard lights does not authorise a prohibited manoeuvre. Indicators signal a problem; they do not replace the legal requirements.
Picking up and dropping off passengers
For a pick-up or drop-off, find a place where stopping is permitted and will not obstruct traffic, crossings or entrances. If there is no safe space, continue to a suitable area and ask the person to meet you there. For loading and unloading, check the designated areas and the times shown on the signs.
If you need to respond to an emergency, first consider people’s safety and call the relevant services. Do not leave a vehicle in front of a pedestrian crossing, bus stop or emergency access just because you expect to be there briefly. The length of time alone does not determine whether it is permitted: the position, circumstances and applicable rule all matter.
If you receive a penalty notice
Read the location and alleged offence, check the details given and keep the notice. Ask the authority that issued it if anything is unclear; if you want to challenge the facts, observe the deadlines and consider seeking qualified advice. Do not rely on general statements such as “I was in the car for one minute”: describe the actual circumstances and any evidence.
Double parking is prohibited because it obstructs passage and visibility, even if you leave the car for only a few minutes or stay in the driver’s seat. To let people or luggage out, use a place where stopping is allowed or pull in where you will not obstruct traffic, buses, bicycles or entrances. Hazard lights do not make parking lawful.
