Can you ride a 125 cc scooter on a ring road?

A 125 cc petrol motorcycle may enter a motorway or main extra-urban road under the exception in Article 175, but only when ridden by an adult. A ring road classified as an urban road may follow different rules.

Identify the road first

The word “ring road” does not tell you whether a section is a motorway, a main extra-urban road, or an urban road. The Code classifies roads by their technical and functional features and identifies them with start and end signs. Look for the sign at the entrance; do not rely only on the route name.

This matters because Article 175 applies to motorways and main extra-urban roads. A ring road classified as an urban road is not automatically subject to those same access rules, even if it has ramps or divided carriageways. Any local restriction shown by a sign still applies.

The 125 cc exception

The general rule in Article 175 excludes petrol motorcycles with an engine capacity below 150 cc. Law 177/2024 added an exception: petrol motorcycles of at least 120 cc may use these roads, but only when ridden by someone who is at least 18. A 125 cc motorcycle meets the technical threshold; a minor cannot rely on this exception.

Check the motorcycle’s approved engine capacity in its documents, rather than relying on a model’s marketing name. Then check the rider’s age and confirm that the section falls within Article 175. Italy’s national B-to-A1 equivalence, subject to its own limits, does not remove the adult-only motorway condition.

Example and checks

A 19-year-old on a 125 cc motorcycle may enter a motorway if the vehicle is roadworthy and there is no specific restriction on that section. A 17-year-old cannot do so under this exception, even if their licence allows them to ride the same motorcycle elsewhere.

On an urban ring road, check the access signs and any local order: the answer depends on the section’s category and restrictions. If your route changes road type, check each entrance along the way.
