Restricted traffic zones and city driving
ZTLs and newly qualified drivers: are the rules different?
ZTL access is not determined by how long you have held your licence: the local order, vehicle type, permits and times for that zone all matter.
Being a newly qualified driver does not grant a ZTL permit or, by itself, determine whether entry is prohibited. Check local restrictions separately.
Keep driver restrictions separate from city access rules
A newly qualified driver must follow the rules that apply to their licence and vehicle, but access to a ZTL is determined by the rules for that zone. These are separate issues: a car that may be driven under the restrictions for newly qualified drivers may still be barred from a checkpoint, while a local permit does not remove restrictions that apply to the driver.
Before setting off, check the local council’s website to see whether access depends on vehicle category, emissions class, residency, a permit or a particular time slot. Also check environmental zones and reserved lanes, which may have their own rules. Do not rely on general explanations that confuse ZTL restrictions with limits for young or newly qualified drivers.
Check the vehicle and route
Note the registration number and identify the vehicle you will be driving, then consult the official map for the zone boundary and checkpoints. Read the local order and any supplementary signs. If the website does not make clear whether your category is allowed, ask the local mobility office before entering. An answer about another section of the zone or a different day does not necessarily apply to your route.
Plan to park outside the zone if you cannot get a clear confirmation. If an experienced driver is travelling with you, their presence does not automatically make the vehicle eligible and does not transfer any permits. The licence holder must also comply separately with any national restrictions that apply to them.
Study the signs
The sign at the checkpoint may specify days, times, vehicle categories and conditions; understand these before deciding whether to enter. If the message changes, follow the display at the location and do not read “active” as permission to enter. If you cannot read the display, take an alternative route and check the council’s website once you are parked.
Being a newly qualified driver does not grant special access: the vehicle, its registration and the rules for the zone determine whether it may enter. Before travelling, check for emissions restrictions too, as they may apply alongside the standard ZTL rules. If the car qualifies for an exemption, confirm that its registration has been correctly recorded.

Frequently asked questions
Does being a newly qualified driver prohibit entry to a ZTL?
The length of time you have held your licence does not determine ZTL permission: check local conditions and any personal driving restrictions that apply.
Can an experienced passenger authorise the car?
No. Having a passenger does not replace a permit or registration of the vehicle required by the local council.
