Restricted traffic zones and city driving
Rental cars and ZTLs: who registers the number plate?
With a rental car, check before entering a ZTL who must register the number plate and by when: this depends on the local council and your rental agreement.
A rental agreement alone does not guarantee access. Check the city’s rules and the rental company’s process, and confirm the number plate was entered in time.
Do not rely on the booking alone
A rental vehicle is subject to ZTL rules like any other vehicle. Whether it may enter depends on the rules for the zone and any permits, not on the fact that the car belongs to a commercial fleet. Before collecting it, or as soon as you know its registration number, check the local council’s official website and tell the rental company which city centre or zone you need to reach.
Ask specifically whether the company registers the number plate, whether it does so only for certain cities, and whether the process requires a booking, a hotel name or evidence of a particular need. Also check whether the service covers that checkpoint and date. The rental agreement, a garage booking or a sat-nav route does not in itself authorise ZTL access.
Check responsibilities and deadlines
Read the rental terms about fines and communications from the authorities. Any administrative handling of a penalty notice by the rental company does not cancel the offence and may involve steps under your rental agreement. Do not assume the company can register the number plate after you pass the checkpoint: deadlines and opportunities to regularise access are specific to the local process.
If the rental company says it has registered the vehicle, ask for written confirmation showing the registration, date and zone. If the car is changed at the rental desk because your booked vehicle is unavailable, check again: the previous registration may apply to the original car. Do not enter until you know the new registration is allowed under the council’s instructions.
Arrange an alternative
Find parking outside the ZTL and consider public transport or a taxi for the last part of the journey. If you need to reach a hotel inside the zone, ask whether it registers vehicle numbers and how far in advance; then check directly that the process applies to your circumstances. If you receive conflicting answers, follow the signs and decisions of the competent local authority.
Before accepting the car, ask the rental company whether it can register the number plate for that ZTL and how far in advance this must be done. Keep the confirmation and the time of your request. If you have no confirmation before reaching the checkpoint, park outside the zone: the rental agreement does not authorise entry.

Frequently asked questions
Can the rental company register the number plate for me?
Some places have dedicated procedures, but check with the rental company and local council for the specific ZTL.
If the rental company pays or handles the fine, was access authorised?
No. The rental agreement’s handling of a penalty notice is separate from permission to enter.
