Disability parking badge: entering a ZTL in a different car
If entering a ZTL in a different vehicle, check the CUDE rules and the local council’s process: the registration number often has to be reported.
The badge is linked to its holder, but local procedures govern how a vehicle’s registration is handled at ZTL checkpoints. Check how to register a vehicle you are using temporarily before travelling.
The badge belongs to the person; the registration must be handled separately
A disability parking badge does not authorise anyone to use the space or enter a ZTL: it must be used in accordance with the rules and when the holder is present or being transported. When travelling in a different car, the practical question is whether the local council registers the vehicle before entry or allows a later notification in defined circumstances.
Do not assume a registration already linked to the permit also covers a borrowed car, a private-hire vehicle or a replacement vehicle. Check the local council’s website, the CUDE portal if the council uses one, and the instructions for the specific zone. Procedures vary: some authorities require advance registration, while others specify a channel and deadline for a one-off notification.
How to prepare the notification
Before setting off, have the badge number, the registration of the vehicle actually being used and the travel dates ready. Use the official channel and keep the receipt or reference number. Check that the notification covers the checkpoint and zone concerned, and whether details of the driver or badge holder are also required. If the vehicle changes at the last minute, repeat the process with the new registration.
A phone call or submitted request does not necessarily mean the registration has been confirmed. Ask when the authorisation becomes valid and whether you must display the original badge in the vehicle. For situations not covered by the instructions, contact the relevant office before passing the checkpoint and note its response; do not rely on information gathered in another city.
Avoid mistakes that can lead to a penalty notice
Do not lend the badge to someone using the car without its holder, and do not use the registered number plate for a different vehicle. Likewise, displaying a badge does not replace any local formalities for electronic checks. If you receive a penalty notice, keep the badge, proof of the notification and details of the passage; ask the council how to inspect the case records and observe the deadlines on the notice.
If the badge holder travels in a car other than their own, report that vehicle’s registration through the service specified by the local council. Some cities allow advance registration; others allow notification after the journey within a local deadline. Record the date, channel and confirmation: displaying the badge alone may not be enough for automatic number plate recognition.
