Restricted traffic zones and city driving
ZTL permits for residents and guests: what is the difference?
Residents and guests may follow different procedures: check eligibility, number plate, validity and times in the local ZTL rules.
Living in the zone may make you eligible for a dedicated application process, but it does not automatically authorise every vehicle or guest. Check the local conditions.
The resident’s permit
The local council may issue permits to ZTL residents under local criteria: residential area, access to a garage, vehicle registration, validity and driving times may all matter. Being registered as a resident is not a pass in itself; check the council order and the information for the zone where the home is located.
When applying, check what evidence is required and whether the permit is linked to one or more vehicle registrations. Check its expiry date, whether it needs renewing and how to report a temporary replacement vehicle. If you have changed address or car, update the details through the official process and wait for the outcome before using a new vehicle at the checkpoint.
Guests do not inherit the permit
A visitor, family member or guest does not automatically acquire the resident’s rights. A day pass or access for a specific need may be available, but eligibility, limits and notification procedures are set by the local council. Ask the resident to check the instructions and do not use their permit without confirming that it covers your journey.
If a guest is staying at accommodation inside the zone, contact the venue and ask whether it registers guests’ number plates. Confirm the dates, checkpoints and deadlines; a hotel booking is not itself an access permit. If the vehicle changes, the new registration must follow the required process.
Check the permit and its limits
Before passing the checkpoint, check the permit’s validity on the portal and keep the receipt or reference number. Make sure it covers the right zone and that the day and time fall within its validity. A map may show several boundaries: confirm that your permit covers the checkpoint you will actually use.
Anyone living inside a ZTL should check which vehicles they can register and how many permits are allowed. For a guest, ask the resident whether the registration must be submitted before arrival and whether there is a limit on visits. An invitation or restaurant booking is not a local council permit.

Frequently asked questions
Can a resident lend their permit?
A permit may be personal or linked to specific vehicles and conditions; do not lend it unless the rules expressly allow this.
Can a hotel always register a guest’s number plate?
It depends on local rules and the accommodation provider: confirm the process for the specific zone before travelling.
