Restricted traffic zones and city driving
Can taxis and chauffeur-driven hire cars enter every ZTL?
Taxis and chauffeur-driven hire cars (NCC) do not have the same access rights in every ZTL: check the licence, registration and local rules for that zone.
Local rules often distinguish between services and vehicles. Seeing a taxi or NCC vehicle does not prove that a private car may pass through the same checkpoint.
Do not confuse taxis with chauffeur-driven hire cars
Taxis and chauffeur-driven hire cars (NCC) are different services, and the local council may regulate their access, stopping and routes separately. Even where a category is allowed, it may need a permit, a valid licence, a registered number plate or compliance with specific operating conditions. Check the ZTL rules and local provisions for the particular service.
Booking an NCC vehicle does not give you permission to take your own car into the zone. If your journey depends on the commercial vehicle being able to enter, ask the operator whether it is authorised for that area and confirm the address, time and pick-up arrangements. A working taxi may follow different rules from a private car or an NCC vehicle without the required documents.
Check the rule at the checkpoint
Signs may list exempt or authorised categories, while the local order explains how each exception applies. Do not rely on photographs or on seeing a vehicle pass once: it may have a licence, a specific permit or be entering during a different time slot. Drivers should check with their licensing authority and keep any required registrations up to date.
If you are a passenger, give the operator the exact destination and ask them to confirm it is accessible. For a delivery or pick-up, agree a permitted location and do not ask the driver to enter a restricted area. Stopping and parking are regulated separately from access; permission to drive through a zone does not automatically allow waiting there.
Official information before your journey
Consult the local council’s ZTL page and checkpoint map. If anything is unclear, ask the operator or council office to confirm, giving the service category and vehicle registration. If an operator is unsure, agree a pick-up point outside the zone rather than risking an uncertain entry for the passenger or driver.
Taxis and NCC vehicles may have dedicated rules, but authorisation depends on the city, service and registration. For a booked journey, give the operator the exact address and ask whether access is allowed at that time. A licence valid elsewhere does not prove that the vehicle may pass through every checkpoint.

Frequently asked questions
If a taxi enters, can I follow it in my car?
No. The taxi may have a permit or exemption that does not extend to other vehicles.
Can an NCC vehicle wait for a customer?
Access, stopping and parking are separate matters; check local conditions and the rules for the service.
