Restricted traffic zones and city driving
Entering and leaving a ZTL several times: how many penalties could you receive?
Each ZTL passage may be treated separately: compare the notices, checkpoints, times and local rules before drawing conclusions.
The number of penalties cannot be determined just by counting entries. Read each notice alongside the signs and the rules that apply to that zone.
There is no automatic count that applies everywhere
A journey involving several checkpoint crossings does not have the same outcome in every case. The number of alleged offences, how the ZTL operates, the enforcement method and the details in each notice may all matter. Article 198 of the Italian Highway Code deals with multiple offences, but how it applies depends on the established circumstances and the competent authority’s assessment.
If you receive several notices, do not pay or challenge them based only on similar dates. For each one, check the registration, location, time, direction of travel, checkpoint, article cited and date of notification. Notices for different passages may have separate grounds; apparently duplicated notices need to be checked against the details and local rules. The outcome of an appeal cannot be determined without examining the documents.
Gather the relevant documents
Keep all the notices, envelopes and proof of service. Put the times in chronological order and compare them with reliable evidence, such as a parking ticket or garage entry receipt. If photographs or details are missing, check the notice to find out how to request access to the file from the issuing authority. Do not assume that this request pauses the deadlines: check the dates stated in the notice.
When you call the office, have the notice number ready and ask how to obtain readable copies of the evidence and signs that were in force. For advice on an appeal, contact a qualified professional or advice service; be wary of promises that a penalty will be cancelled. Procedures and deadlines depend on the type of notice and how it was served.
Prevent further unauthorised entries
Before returning to the area, check the ZTL order, operating times and any permits linked to the registration. An earlier penalty notice does not authorise later passages. If the car is rented or shared, establish who was driving and keep the relevant records; do not alter or reconstruct events afterwards.
If several penalty notices arrive, compare the date, time, direction and checkpoint for each alleged offence; do not call them duplicates before checking. To understand whether a single penalty treatment applies, look at the current rules and the reasoning in the notices. Note the appeal deadline stated in each one.

Frequently asked questions
Are two penalty notices on the same day always duplicates?
No. Compare the alleged passages and request the records; the assessment depends on the facts and applicable rules.
Does requesting a photograph stop the deadline?
Do not assume it does: check the deadlines in the notice and ask the issuing authority.
