Which cars can a new driver use during the first three years?

Since 14 December 2024, category B drivers face 75 kW/t and an additional 105 kW ceiling for M1 cars during the first three years.

For the first three years after obtaining an Italian category B licence on or after 14 December 2024, you may not drive a car above 75 kW per tonne; M1 vehicles also have a maximum power limit of 105 kW. Earlier licences follow the previous one-year regime, with different limits, including a separate rule for electric and plug-in cars. Check the licence date and the specific vehicle registration.

The applicable rule depends on when you passed

The reform that took effect on 14 December 2024 changed Article 117 of Italy’s Highway Code. For a category B licence obtained from that date onwards, the restrictions last three years from issue: the car must not exceed 75 kW/t, calculated against its tare mass. If the vehicle is in category M1, there is also a 105 kW maximum. Both limits apply where relevant.

A different, earlier regime covered the first year for licences issued before 14 December 2024. It set 55 kW/t for combustion vehicles and an additional 70 kW cap for M1 cars; for electric or plug-in cars, the specific-power threshold was 65 kW/t including battery mass, alongside the M1 cap. By October 2026 that one-year period will normally have elapsed for licences issued before the change. The exact issue date still matters, especially for the new three-year period. If your licence was converted or you hold several categories, ask the competent office how the date applies to your case.

Check the actual vehicle, not its advert

Do not rely on the make, model, or horsepower shown in an advertisement. Enter the registration plate in the Ministry’s official novice-driver checker, then compare the result with the vehicle registration document, including its category, power and tare mass. An M1 car can be below 105 kW yet exceed 75 kW/t if it is light; a heavier car can meet the ratio but still exceed the absolute cap.

The online service is a useful check, but it does not change the vehicle’s type-approved data. The Automobile Portal warns that results may be inaccurate for some plug-in hybrids. In that case, inspect the registration document and ask the Motor Vehicle Office or a qualified professional for help. The statutory exception for a qualified driving instructor in the passenger seat does not extend to any friend or relative who happens to be accompanying you.

Frequently asked questions

Do the new limits also apply to a licence obtained in 2024?

Only if category B was obtained on or after 14 December 2024. Earlier licences followed the previous one-year regime: 55 kW/t for combustion vehicles, 65 kW/t including battery mass for electric or plug-in cars, and a 70 kW M1 cap.

Is staying below 105 kW enough?

No. Under the new rule, an M1 vehicle must satisfy both the 105 kW maximum and the 75 kW/t ratio. Check the registration plate and vehicle document.
